Figure 1.1.
Owing its existence to a diplomatic agreement, BIPM has always been governed at least partially by diplomats. In a chart of the metre convention organizations appearing in a publication dedicated to the centenary of BIPM, the 1875 Convention and the General Conference on Weights and Measures represent diplomatic organizations as clearly separate and hierarchically above scientific and technical organizations such as the International Committee of Weights and Measures and the International Bureau of Weights and Measures.

The UN Charter was signed on 26 June 1945 by representatives of the fifty countries that attended the United Nations Conference on International Organization in San Francisco. Andrei A. Gromyko, member of the Union of Soviet Socialist Republics delegation and ambassador to the United States, is signing the UN Charter at a ceremony held at the Veterans’ War Memorial Building in San Francisco. The United Nations officially came into existence four months later on 24 October 1945.
