We took seriously the classification of the Pastorals, especially 1Timothy and Titus ad mandata, together with the old hypothesis that 1Timothy was, in fact, the first example of ‘Church Law’, to show that not only this letter, but all three were intended as ‘constitutional’ texts for the ‘administration of the church’, as institution, with her own officials and groups.
