History Teaching and Reorientation of History in Kuwait

According to statistics, 5% of censored texts in Kuwait deal with historical topics and another 5% deal with Politics and current affairs. But what are the criteria for censorship? Which topics or statements cannot be addressed and which cannot be discussed, let alone uttered in the public domain? If we analyse the history programs in public high schools and the ministerial guidelines issued by the Ministry of Information, this can help us to study the criteria in depth. In fact, the results are surprising: on the one hand, the history textbooks used in Kuwait are far more open, critical and liberal than those adopted in the other Gulf countries. On the other hand, there are omissions and gaps that help to shed some light on the criteria used for book censorship.

Secondo le statistiche, il 5% dei testi censurati in Kuwait tratta di argomenti storici, e un altro 5% tratta di politica e attualità. Ma quali sono i criteri secondo i quali opere di questo tipo vengono censurate? Quali temi non è ammesso affrontare e quali tesi non è ammesso enunciare, a livello di discorso pubblico e culturale? Un’interessante chiave di lettura viene fornita dall’analisi dei programmi scolastici di storia delle scuole pubbliche, e dalle circolari ministeriali diffuse dal Ministero dell’Informazione. Emergerà quindi un quadro piuttosto sorprendente: da una parte, il manuale scolastico usato in Kuwait è notevolmente più aperto, critico e liberale di quelli adottati negli altri paesi del Golfo. D’altra parte, vi sono omissioni e lacune che aiutano a fare luce sui criteri utilizzati per la censura dei libri.
