Abstract
The International Institute of Agriculture (IIA) set up an enquiry in 1920 on the technical solutions and legislative measures adopted by various governments during and after the First World War, with a view to intensifying agricultural production. One particularly interesting aspect of this vast research programme was the reuse of urban and industrial waste in the countryside, as food or fertiliser. Although the rest of the enquiry was slow to take shape, this section became the subject of a specific study entrusted to Arturo Bruttini, the IIA librarian, an outstanding member of his generation of Italian agronomists. The results of this enquiry appeared as a monograph in French, English and Italian editions (1922-1923). This article is mostly concerned with the problems that arose when the enquiry was being set up; this allows us to trace the IIA’s concerns in the post-war conditions. Not only was it having difficulty establishing its claim to authority with its member states but it was also obliged to renegotiate its place in the new balance of power created when the League of Nations and the International Labour Organization were set up. Analysing the content of the enquiry thus provides an opportunity to examine in a transnational perspective how issues evolved at the very centre of international agricultural regulation. The IIA study was conceived as a synthesis of a great variety of earlier studies and proceeded by bringing together a mass of information and data on the scientific, technical, economic and legislative aspects of recycling from all the countries of the world. Agronomic knowledge was presented as applied knowledge to be used to modernise existing practices and popularise technical change. The article takes up two themes to do with this topic: the links between agriculture and industry and the relations between rural and urban. The IIA enquiry was also interested in the legislative and administrative aspects of reusing waste materials. This provided an opportunity to examine the changing role of the State in managing agriculture and the solutions that the IIA offered for national economies faced during the inter-war years with new equilibriums in both the producing sectors and in international trade.
AbstractL’Institut International d’Agriculture (IIA) lance en 1920 le projet d’une enquête sur les solutions techniques et les mesures législatives adoptées par les divers gouvernements, pendant et après la Première Guerre mondiale, afin d’intensifier la production agricole. Au sein de ce vaste programme de recherches, un point spécifique s’intéresse à la réutilisation des déchets urbains et des résidus industriels dans les campagnes, sous forme d’aliments ou d’engrais. Alors que le reste de l’enquête tarde à se concrétiser, ce dernier aspect fait finalement l’objet d’une étude spécifique confiée à Arturo Bruttini, bibliothécaire de l’IIA et figure exemplaire d’une génération d’agronomes italiens. Les résultats de ce travail sont réunis dans une monographie dont les trois éditions (française, anglaise et italienne) paraissent en 1922-1923. Le présent article s’intéresse d’abord aux vicissitudes qui accompagnent la genèse de l’enquête et qui permettent de suivre les préoccupations de l’IIA dans la conjoncture de l’après-guerre. Non seulement celui-ci peine à affirmer son autorité auprès des États adhérents mais il se trouve, en plus, obligé de renégocier sa place face aux nouveaux équilibres déterminés par la création de la Société des Nations et du Bureau International du Travail. L’analyse du contenu de l’enquête devient ensuite l’occasion pour dégager l’évolution dans les enjeux au coeur du gouvernement de l’agriculture dans une perspective transnationale. Conçue comme la synthèse d’une grande variété de travaux préexistants, l’étude de l’IIA procède par l’accumulation d’une masse d’informations et de données en provenance de tous les pays du monde et concernant les aspects scientifiques, techniques, économiques et législatifs liés au recyclage. Ici, le savoir agronomique est présenté comme un savoir appliqué au service de la modernisation des pratiques et de la vulgarisation du changement technique. L’article approfondit ces aspects suivant les deux axes thématiques des relations agriculture-industrie et ville-campagne. En même temps, l’enquête s’intéresse aussi à la dimension législative et administrative de la réutilisation des déchets et des résidus. Elle devient ainsi l’occasion pour questionner, d’une part, la transformation du rôle que l’État s’attribue dans le gouvernement de l’agriculture, d’autre part, les réponses que l’IIA peut offrir aux économies nationales confrontées aux nouveaux équilibres que la période de l’entre-deux-guerres va dessiner tant parmi les secteurs productifs qu’au niveau des échanges internationaux.
